The presentation on Marseille waterfront was given by François Jalinot, the CEO of the French state planning and development agency, Euroméditerranée.

Euroméditerranée is the public urban development agency responsible for attracting private sector investment into the regeneration of the Marseille waterfront, the largest urban renewal project in southern Europe. The target is to attract euro4 of private sector investment for every euro1 of public funding. Since 1995 euro531 millions of public investment has attracted euro2 billion of private investment, creating 20,500 new jobs, 700 new businesses and 4,000 new housing units.

Biography

Born 7 December 1951, married with two children, François Jalinot was appointed
by ministerial decree on 13t June 2004 as CEO of the state planning and
development agency EUROMEDITERRANEE. He has led the operation since then,
after serving as Executive Director.

After graduating from Ecole Supérieure de Commerce de Lyon (EM Lyon Business
School) in 1974, François began his career in the international hotel sector.
He successively served as commissioner on board of cruising ships PAQUET
COMPANY and then as Branch Manager in the same company and within the
airlines UTA in the same group (1976-1984). He was also Director of development
within Group Wagons-Lits (1984-1986). He joined the Pierre et Vacances group in
1987 as European leader in real estate leisure, where he led operations (53 sites in
France), then worked on the development of large integrated resorts in France
(Cap Esterel) and in Southern Europe (Spain, Italy, Portugal). He also taught
courses at MBA IMHI - Cornell / ESSEC in this period.

In 1997, he joined EUROMEDITERRANEE (First Operation of National Interest
outside Paris region) to create and run the Department of Urban Real Estate and
Economic Development. His work focused on all the levers of economic development
(in prospecting and promotion to attract business) and private investment (real estate
investment offices, housing, shops and services) to boost the operation.
He was promoted to CEO in July 2003.

Since his appointment as CEO in 2004, his mission is to consolidate the metropolitan
development of Marseille and the diversification of its economy towards the tertiary
sector through the construction of nearly 1 million square meters of new housing
supply and 300,000m2 of cultural and commercial facilities to be achieved mainly
by 2013 year or Marseilles European Capital of Culture.

EUROMEDITERRANEE is now considered amongst the largest city centre urban
renewal projects (480 ha) in Europe and in the Mediterranean. Its main goal is to build
a standard model for sustainable development in the Mediterranean region. This
ambition, guided by EcoCité process’ (EcoCity is a label awarded by the National
Ministry of Environment to 12 cities in France) aims to build a new model of
innovative sustainable city (transportation, housing, energy), integrating social and
economic issues, space management planning and energy resources. Acting as a
true laboratory of urban modernity and experimentation approach, EcoCité process
will provide solutions designed to specific urban typologies: climate, city-port
interface, Mediterranean identity, urban density, and low energy-impact construction.
